Can you turn a laptop on and stale using an exteranl baby grand? It's a Toshiba Satellite.?

I want to be capable of turn my laptop on and off near the cover closed by using an external keyboard. Is it possible to do that any directly by using a function key or by programmming another switch on the external keyboard?
